Per-project and per-service spend from BigQuery billing export

Setup needed. The backend doesn't yet know where your GCP billing export lives. Paste your BigQuery dataset and table IDs into Firestore at app_config/gcp, and upload the service-account JSON to app_config/gcp.serviceAccount. Once that's in place this page will populate automatically.
